When you see this word for the first time and look closely, you might see the word loca. Like in many Spanish words, this word is indeed family of another word (in this case loco/a).
So it’s no suprise that the meaning of locura is “madness” or “insanity”. Yes, other than loco/a it’s not an adjective but is it simply a noun. Next to “madness” it can also mean “crazy thing”. Just look at the example sentences:
Sentences
Siente locura por la pequeña.
She’s besotted with the little one.
La quiero con locura.
I’m crazy about her. (colloquial)
Lo que dices es una locura.
What you’re saying is sheer madness.
Cometió la locura de casarse.
She committed the folly of getting married.
¡No lo hagas!, ¡es una locura!
Don’t do it, it’s insane!
